Winston Group project director Stephanie Slade wrote an opinion piece for the Daily Caller this week. Slade comments on President Obama’s mentioning of China’s trade practices in Tuesday’s State of the Union address in a manner that seems supportive of a free market, but is contradicted by his policy proposals:

Obama bookends his chastising of Chinese trade practices with sections on the need for government help for American manufacturers and the need for government help for American workers. This decision belies the coherence of his stance. When other countries take steps to make their industries more competitive, it’s cause for indignation. Yet Obama proposes an array of policies that would give special treatment to favored sectors here at home without any sense of irony.

His proposals include a double-size tax deduction for high-tech manufacturers and public financing for the building of plants and the purchase of new equipment. He calls for federal funding for job-training programs and wants Congress to step in to keep student loan interest rates artificially low.

Politico reports on the GOP leadership retreat that took place in Baltimore over this past weekend, and states that there was a general goal to unify under one message. Among diverging opinions on what that message should be, The WG’s David Winston presented evidence that it should remain on creating jobs:

Perhaps most striking was Winston’s messaging advice: It showed that GOP talking points over the past year have been largely useless. A recent poll that he presented in a slideshow indicated that when considering the 2012 election, 58 percent of the country thinks the phrase ““Where are the jobs?” is more important than what the size and role of government should be, which registers at 37 percent.

Today’s National Journal features an article that outlines the unwillingness of some Democratic lawmakers to align with the Occupy Wall Street movement, hesitant to take on their populist message that may alienate voters. Democrats know that although voters generally support taxing the rich, voters don’t like the idea of raising taxes, especially during a struggling economy, as The WG’s David Winston points out:

“Even if you’re talking about taxing some other group, at some point, voters think, ‘It’s going to come back to me,’” said David Winston, a Republican pollster. “It’s like opening Pandora’s box.”

Tuesday’s New York Times addressed President Obama’s comments on Republicans during a tour of Virginia and North Carolina, questioning whether his jabs at the GOP will contribute to his efforts to be seen as a leader trying to remedy the unemployment issue in the country. The WG’s David Winston says Obama is not in a position to joke about Republican efforts:

“What he’s obviously trying to do is model himself on Harry Truman and the ‘do-nothing Congress,’ ” said David Winston, a Republican strategist. “The problem with that is that the unemployment rate in November of 1948 was 3.8 percent.”

While the country is desperate for more jobs, President Obama and House Speaker John Boehnerc can both afford to gain each other’s support, write Carrie Brown and Jake Sherman of Politico. They turned to David Winston for insight, who said that Republicans have a slight advantage:

He pointed to the latest NBC News/Wall Street Journal poll that found voters prefer a Republican-controlled Congress by the widest margin, 6 points, in more than a year.

“The House is going to take the proposals the White House put forward, look through them and try to find out where there can be clear common ground, and once that emerges, then we’ll see what the White House’s reaction is to that,” Winston said.

CSM writes about Rick Perry’s initial success in the campaign front among high numbers in recent polls. Though he is showing to be a strong contender and not just a “flavor of the month,” Perry’s campaign has downplayed all this, knowing that this is just the beginning of the election season. The WG’s David Winston agrees that this is the best approach:

“In terms of building a majority coalition within the Republican Party, he has quite a bit of work to do,” says David Winston, a Republican pollster. In addition, “his lead is based on some initial perceptions of him, things he has said that have intrigued people. But the Republican electorate has not gone through the vetting process with him yet.”

Days after the debt-ceiling situation has concluded, Real Clear Politics writes about President Obama’s efforts to quickly move on to the next issue. Poll numbers aren’t promising for Obama at the moment, but neither are they looking good for anyone in Washington. The WG’s David Winston says that Republicans still need to prove themselves if they want to succeed, especially in 2012:

That’s why David Winston said he reminds Republicans that “just because people are unhappy with the president doesn’t mean they’re going to vote for somebody else. The Republican candidates have the challenge to come up with that compelling idea that shows people they’re ready to govern.”

Today’s Fiscal Times featured commentary from The WG’s David Winston on how the Tea Party is taking advantage of the debt crisis to push their agenda, and how business leaders are reacting:

“It’s not an outcome difference, but there’s a pretty significant difference of opinion in terms of the process of getting there,” David Winston, a GOP strategist, told The Fiscal Times. “Some within the Tea Party are trying to get quite a bit of their agenda done right this second, using the debt ceiling. The business community wants to be more careful about how they use this device, and err on the side of caution, even if they do eventually want to go in the same direction.”

Today’s National Journal features a piece focusing on Senate Minority Leader Mitch McConnell’s recent comments on the debt talks, comparing the situation to 1995, when Newt Gingrich was House Speaker. Public opinion of Republicans and Democrats will obviously shift depending on what happens, but reaching a standstill doesn’t bode well for either party, according to David Winston:

“Given how far out we are from the conclusion, it’s unclear how the public would assign blame, and if an agreement isn’t reached, it will be negative for the entirety of Washington,’’ he said. “Republicans fundamentally believe that raising taxes would cause the economy to contract when we want it to expand.’’

•About half have a college degree or higher. That’s more than Iowa adults or Americans in general.
•The proportion who consider themselves born-again Christians hits in the high-40 percent range, slightly above the range for the rest of the nation.
•Mirroring the national picture, they’re more likely to be male, evidence of the classic gender gap between Republican voters and Democratic voters.

Campaign season continues with Michele Bachmann’s official announcement of her candidacy for the 2012 presidential election in Iowa. The Fiscal Times briefly chronicles Bachmann’s background, as well as the current state of hopefuls for the Republican nomination – Bachmann currently trails very closely behind Mitt Romney, 23-22, in a recent Des Moines Register poll. The WG’s David Winston says that Bachmann may do well in Iowa, but other parts of the country are a different matter:

“She clearly represents a segment of the party that is not enough, at least at this point, to get the nomination,” said David Winston. “Once she’s outside of Iowa, if she gets there, she needs a strategy to try and reach the majority of Republicans and some Independents. I haven’t seen that yet.”

Winston said that Huntsman will have much to prove this campaign season:

Mr. DAVID WINSTON (Republican strategist): There’s a lot he’s going to have to do to develop the substance and content because it clearly was not in that speech. And I think that’s the challenge. And part of what he’s got to manage here is how does he make having been governor of Utah and ambassador to China for President Obama appeal to Republican primary electorate? Ultimately, he hasn’t answered the substance question yet.

Among reports of 9.1 percent unemployment, President Obama visited Toledo, Ohio to highlight the success of Chrysler, which he had decided to bailout after the economic collapse 3 years ago. Peter Nicholas from the Miami Herald turned to The WG’s David Winston for insight:

“He’s struggling to find something he can go out and talk about,” said David Winston, a Republican strategist.
The president is relying on the fact that “Chrysler still exists and didn’t disappear under his watch,” Winston said. “It’s not really a great statement of success.”

In Friday’s New York Times, Jackie Calmes writes about President Obama’s visit to Toledo, Ohio, where many lauded him for saving their jobs with the bailout. Calmes points out that Obama skirted around the issue of 9.1 percent unemployment that remains, while giving a speech to the auto workers. David Winston, President of the Winston Group, points out that the auto industry is only a segment of the economy which is hardly something to be proud of:

“It’s the macro-situation that matters in terms of how people are going to ultimately view his success or lack thereof with the economy,” Mr. Winston said. To the extent Mr. Obama boasts selectively, “that tends to reinforce the idea, ‘Maybe he’s disconnected.’ ”

The upset for Republicans has had many speculating how Paul Ryan’s Medicare plan might have affected Republican Jane Corwin’s chances, but David Winston says that isn’t the only issue that everyone on either side of the political spectrum should focus on:

Jonathan Allen writes for today’s Politico on what to do with Medicare, as the GOP prepares to release attack ads on cable tv this week. Americans face divergent views on the issue not only between Democrats and Republicans, but among Republicans themselves. The WG’s David Winston tries to help put the situation in perspective for Republicans:

Winston says the difference between this effort to rein in Medicare and past Republican attempts to do the same is that more voters are aware of the nation’s dire debt situation and that more of them understand Medicare is going broke.

“Dealing with Medicare is how we’re going to make the government solvent so that we can get the economy back on track,” he said.

Shapiro points out that although Newt carries with him several personal and professional liabilities that will factor into his popularity with voters, David Winston states that Gingrich’s strong suits lie in policy:

What Gingrich has going for him is that presidential elections are about something beyond gauzy biographical ads and rehearsed debate one-liners. “We’re in the personality phase of the campaign,” says Republican pollster David Winston, who worked for Gingrich when he was House speaker. “But eventually it’s going to move from personality to policy. GOP voters are going to ask, ‘What are your solutions to fix the nation’s problems?’ And that is the moment that plays to Newt’s greatest strength.”
